Welcome to the E-Learning Heroes forum - it looks like you also reached out here, and I haven't seen a lot of other users mention using Learning Seat, but hopefully others in the community will be able to pop in here and share their experience.
We use the LearningSeat LMS and the majority of our training is generated in SL2, was there anything you wanted to know specifically? We're easily able to publish for LMS, zip the files and upload directly into the system. Very quick and easy process and no trouble with them at all.

We publish SL files for LMS then zip them. From here it literally takes about a minute to set up the course in the LMS. I have previously used other systems where the process to set up an eLearning course takes a lot of time as you need to go and update heaps of different settings. LearningSeat is very straightforward, the creation of library items is all done by wizards and you only have to add a title, description, select a couple of settings and upload the SCORM package and it's all done. There are definitely things about the system that I don't love, like with all systems, but it's extremely user friendly and intuitive to use. Even people who have never used an LMS before will not find it hard to navigate. Feel free to ask if you have any further questions.
It's hard to know for sure what tool it was created in as Storyline does allow you to fully customize and design a course to looking exactly as an individual would want. So I'd be totally guessing just by looking at that video! My first thought is some of the icons and things look very similar to Storyline - so I'd say possibly? :)
