Lightbox returning to different layer

I don't remember this happening before so if someone can tell me it's normal I will stop obsessing and come up with an alternate plan.

I have a slide with a number of layers.  there are lightboxes with additional information on some layers.  When the lightbox closes it returns to the base layer instead of the layer it left.  Is that expected?
