how do I change the language of the hover boxes on top of the likert scale radio buttons "Agree", "Strongly disagree", "neutral" and so on. I don't want them to be in English but in German. Doesn't seem to work as usual by going to the language menu in the player settings.

You can change these labels by clicking the Scale button (lower right) in the Edit dialog.
The result looks something like this:
