Linking External Files in SCORM

I am working on a project where I have an excel document linked within the training and I am publishing it out as SCORM. When I tested the published files on Amazon AWS I didn't have any issues with the link. However, when it was added into the LMS and tested, I received an XML error saying that access is denied.
Is there something within the LMS that is blocking the download or is there something else happening that I am not aware of? Should I have linked the document differently since it is for SCORM?
I would greatly appreciate any ideas/advice on what I can do to ensure that users can access and download the file.

Hi, Siarah -- Thanks so much for reaching out and sorry to hear of your troubles! Please take a look at the ideas shared over here in this post (for storing the Excel doc in the same location as your .story file), and if issues persist, we may need to take a closer look at your file.
I think I found the issue. It appears that Storyline does not add an external_files folder when you publish a zip folder. So that's why none of the files were showing.

When I link external local files within the course I also add it to player / resources, then it always adds to the scorm package. This works even if you have disabled resources in player features.

Can I check whether articulate can do SCORM packaging for external content not developed in articulate?

you can add external resources in the resources tab (packaged with the published output that is uploaded to the LMS) or you can link to them - is that what you mean?
So for this DO i have to create any content in Articulate or without just need to create a empty project with empty Scene and during publish the project I can include external content as zip to be published as a LMS-SCROM package?

Maybe you can explain further what you External files you are trying to add to the SCORM then people will have a better idea of how to help you.
It may be as simple as creating a SL file with a webobject
