I took a look at Dirk's case and it looks like we were not able to replicate and the user had to create a new VM and no longer had the issue, so I'm afraid that's probably not very helpful.
Are you able to replicate the behavior in SCORM Cloud or is the issue limited to your LMS?
Hopefully you'll be able to work with your LMS and figure out why the behavior is different from SCORM Cloud then and they can help you get to the bottom of this.
I'd love to hear what you find out as it could help someone that runs across this thread in the future.

Having similar issue using latest version of 360. Was a solution found for this?

It is limited to LMS.
