The issue may be related to tracking with your LMS. You may want to try testing your course in SCORM Cloud to help us determine if the issue is Articulate related or if it's on your LMS's side. If it appears in SCORM Cloud as well, we'd be happy to take a closer look at what might be going on. If you can't replicate the issue in SCORM Cloud, it's probably an issue that you'd want to take to your LMS team. The articles here and here may also help clear up common LMS issues.
I've been testing Storyline with a Saba system and often have to edit the imsmanifest.xml file (e.g., removing the mastery score value) to prevent the LMS itself from taking over how content is determined to have been completed. Hate it when the LMS takes that over from the content itself.

Incomplete/passed are the defaults that SL uses to report to any LMS.
When you publish, click on reporting and tracking
Click on Report Statius to LMS as:
Verify if it is set to complete/incomplete, if not select it and don't forget to click OK afterward

This is exactly how I have published the modules, but still get Incomplete/Passed reporting in my LMS.
When I return to the modules to check the parameters, everything is as it should be (set to Incomplete/Complete)
