I published a project to SCORM 2004 and uploaded it to D2L and everything worked fine the only issue is that the spinning loading circle never goes away. It is continuous throughout the entire project in D2L and never leaves the screen. I uploaded it to Canvas and the project is fine, but the circle is continuous when posted to D2L. I'm not sure what else to do.
That's definitely some odd behavior! Since it's working when you upload to Canvas, it sounds like D2L is the piece that's hanging it up. Did you check that you're viewing it in a supported browser for Storyline and D2L? If you want to let me know what version of Storyline you're using I can link you to that article - or you can search it here from our Support knowledge base. (Storyline version # + system requirements would be good keywords!)
