In my original SL, I have the videos locked down so the user has to watch the video before the next button appears. However, when the user clicks previous (after they have watched the video), I don't want them to have to watch it again if they don't want to. Is there a way to fix this?
I do believe that you were putting yourself in a loop. The video is on a layer and the layer was set to automatically go to the next slide when the video completed.
By clicking previous, the user is being brought to the end of the timeline, which is the end of the video, which triggers the slide change again.
I changed the trigger on the video to close the layer, user can click the next button to go to the next slide and now the previous button works as well.
Hopefully I was able to set up the slides as you had intended.
Firstly, I added a trigger to hide the video layer when the video completes, otherwise as Kendra said you get stuck in a navigation loop.
Secondly, I added the Next button to the navigation. As you had it set up there was no way to get to the next slide if you didn't watch the video.
Next I adjusted the Visited State of the Click Here button. I also added a condition to the trigger, Change State of Next button to Disabled when the Timeline Starts, to only do so when Click Here is Not Equal to Visited.
I hope everything is clear in the file I have attached.

Now after I am done with that slide and go to the next, the previous button doesn't work.
I did When revisiting on the slide layer.

I watched your video twice and it doesn't let me go to the next slide after the video ends. Also, I get this white box.

You are trying to navigate to slide 2.2 after the video ends, correct? You cannot reach this slide when the video is over?
Also, the white box is the visited state that you have indicated for that text box:
