the main requirement for this is that the atom.mov is at the beginning of the file and not at the end, if you select no compression in SL2 and it does not progressively download then you may need to check this. Most programs put t at the beginning and I am sure Storyline when it encodes it does but think with no compression it doesn't touch it.

it should progressively download and start playing when enough has been downloaded.
