Looking for A NEW LMS

IF anybody has any ideas please pass them on to me. We have courses that need to be timed. What I mean by that is the course needs to be passed as well as the required time be met. We are currently having problems with the LMS we are using right now in that they are unable to meet those two very important needs above. They make changes to the LMS in the background telling us they have it fixed but it never seems to work the way we need it too. 

Either the student in the course loses time or gains time. Or the course trips the incomplete to completed before the required time is met. This has become very frustrating for us to deal with and also for the students taking our courses.

If anyone out there has any ideas or knows of an LMS that would meet our criteria we would appreciate you passing the info along to us.
