Looking for an Articulate Storyline Contractor

My company is responding to an opportunity at a large Forbes Global 2000 client. The client is rolling out a proven sales planning process that will introduce consistent reports and sales planning activities across the company. We will be creating an assessment tool to help users learn and practice new behaviors, including (but not limited to):
• Reading, understanding and identifying performance gaps in pipeline reports
• Interpreting the reports to determine critical needs and priorities
• Selection of critical sales activities
• Resourcing and execution of activities
My company would be partnering with the company to accelerate the rollout with an online assessment. The purpose of the Assessment will be to test the company leaders' knowledge of the new planning tool and processes by using it in the context of complex business scenarios.

My company will provide the content and storyboard for the assessment tool. We are looking for a partner to do the technical design, software development, graphic design, testing, and LMS and IT integration.   Right now, we feel Articulate Storyline would be the logical tool to create this product,but we are open to suggestions.

The Assessment tool needs to:
• Present background information to the participant
• Enable the entry of two different types of inputs:
o Numeric fields
o Multiple choice (pick 1 of N, pick N of N) responses
• Branch to different challenges based on some of the multiple choice decisions above
• Tabulate a score (or scores) based on the decisions entered.
We anticipate the scoring will have a number of characteristics:
• For Numerical Business Results, the Assessment would be able to interpret these entries into banded series of outcomes and assign good, better and best ratings to the results. For multiple choice decisions on action steps, the Assessment would be able to assign good, average or poor ratings to the choices made.
• Some decisions would be rated for consistency with other decisions made in the exercise (interdependent scoring)
• Decisions will need to be individually weighted in the overall scoring.
• The overall score of first and second 15-20 minute scenario may impact which scenario a participant sees next (so the total number of scenarios available would be up to 7 for each product)
Other Capabilities of the Assessment Tool:
1. The Tool must be Section 508 and/or WCAG 2.0 compliant for Accessibility
2. The Tool will need to be translated into different language(s) at a later date
3. The Tool will need to communicate with an existing Corporate LMS system
4. The Tool must be compatible with Internet Explorer 6.0 and will be migrated to Internet Explorer 8.0 within 18 months
