I can't think of a feature in Storyline - perhaps you could look at creating the video as a GIF? Those continuously loop.
Another option would be to check if YouTube/Vimeo or another media hosting service have a looping option and then insert those as a web object into Storyline.
Well well well, it can be done. There are some anomalies to know about. Like, if you want objects to overlap the video using a third layer, that third layer is hidden (just what the video overlaps anyway)...
So you can place objects on both layer 1 and layer 2, that works.
This is a good workaround, but a loop video property would be nice.

You could add a trigger to the slide that loops the video. Please see this link:

This helps, but the trigger at end of timeline only plays the video once more. Is there any way to continuously loop until the learner clicks NEXT?

Is there any trigger at timeline end that can rewind the timeline?
How about two layers each with the video, when one ends, it shows the other then hides, rinse and repeat, until the learner clicks next.
The GIF would be too large, like 30Mb or so in sufficient resolution.
