Looping a part of a video while a pop-up is opened?

What I'd like to do is looping a video while the learner has opened a pop up (form filled with information). For the time the pop-up is shown, I want only a certain part of the video to loop until the pop-up is closed again.
E.g.: The learner is watching a cooking video which shows that now he has to put some ingredients into his pot. The pop-up shows the ingredients he needs. For the time the pop-up is shown, the appropriate part of the video is looping (e.g. showing the cook putting the ingredients into the pot again and again until the user has finished as well). After the pop-up is closed, the video should continue (and show other pop-ups that should work similarly).
Is it possible to realize that in Storyline?
Unfortunately I only found some tutorials how to loop an entire video so far.

Put the pop-up on a layer that pauses the base timeline.
Also put the portion of the video you want to loop on the layer as a stand-alone video, and loop the entire thing.
If this was easy, they wouldn't pay us the big bucks for doing it :)
