I have always been able to just crop vertically or horizontally, but for some reason when I try to crop images now, they want to resize as a whole? Did I change a setting somewhere?

One way to check this would be to reset your image, then try to crop again. Here's how:
Select the image.
Under Picture Tools->Format, select the Reset Picture drop-down.
Select the Reset Picture & Size option.
Try cropping the image again and see if it works as expected. If not, a quick repair of Storyline may help refresh the software!
