That's a new error message for me! Where are you hosting your LMS published content? Have you also looked to testing it in SCORM Cloud? I ask, as that's where we do the majority of our testing and it's a standard for how SCORM output should behave. Bonus, it's free. 😀
Here's some troubleshooting steps if you can give it a test there - I'm also happy to help with that if you can share the .story file.
Storyline 3 did change a fair bit of the published output and process based on how we can now include HTML5 first or only. So things may have shifted. Did you also reach out to your LMS admin?
Let me know if you're able to test at SCORM Cloud, or need some help with that.

I hear it now needs a fully qualified URL? Is this documented somewhere?

Thanks for the reply. It was the fully qualified URL. All good. I was just wondering if it was documented anywhere. But we're working fine, now.
