You'll need to publish for CD or another local source and then provide the users with a copy of the published output folder (either on a CD, USB, or zipped file that is emailed to them). You'll also want to make sure that they computers that they'll be viewing it on match the minimum system requirements here.
Mac users can view the content as detailed in the system requirements here using one of those browsers, but the publish to CD option may behave differently as it's based off of playing in Internet Explorer and the Mac won't allow for the EXE file to run as other users talk about in this thread.

Thanks for the reply. So am I right in thinking that Mac users cannot view the content offline if they do not have a platform that runs windows?
