I thought by inserting a button, then using the format painter you could make a picture a button. However, that doesn't seem to work for me. Is there another way to make a picture a button?
That will work but you can actually just assign triggers to your picture itself. You can add states as well to make basically any object a "button." If you have a large image and you want to have different parts of it work as "buttons" you could use the hotspot control. This draws an invisible box over an area you define which then can have triggers added to it.
I'm glad you've found a method that will work - but as Brett mentioned you can assign triggers to an object or image to allow it to work like a button. And you can even use the built in states as well and create them for an image.

I went ahead and drew an actual button over my picture and made the border and fill clear. This seems to work.

But you cannot edit states on images so you cannot really use it as a button.
Yes, you can add/edit states to images, just like any button.
