You can import the PowerPoint into Storyline using the import option from slides tab.
Once imported, do whatever tweaks you want. Then you can save as a storyline template which will save it in your templates folder and you can always start a course from the templates.
Or
If you're on a teams account, you can save it using the Team Slides button in the Slides tab and make it available to your team to start from.
