manipulating layers and scrilling panel

I am working on a scrolling FAQ. This is my first attempt at anything that combines layers and scrolling. 

I am trying to figure out how to show the content the user has selected without making them continually scroll up and down. For instance, if the user selects any of the first five topics, the content layer displays in the visible area of the viewer. But, if they select any of the layers that are lower on the list, they have to manipulate the scroll bar to 'bring it on top'  to view it.

Is it possible to show topic 'on top' when clicked? (Hope that  question makes sense.)

ETA: Obviously that should be a scrolling panel in the title!

Hi Laura,

A way to get your layers to appear on top is to have those topics in the scroll panel open Lightbox slides when clicked instead of the layers. I've created an example using the bottom topic "Additional Resources." The changed file is attached below. Let me know if you have any questions.
