1. To remove the animation around a marker: a) select the marker b) in the Format ribbon, select 'None' from the Animate dropdown.
2. A hotspot identifies an area on the slide that 'does something'. For example, with a hotspot inserted, you can go to the Trigger panel and set a trigger that shows a layer when the hotspot is cliecked.

Is there still no way to make the swirling motion stop once a marker has been selected?
You could fake it using two markers set one to hidden when visited and the other to visible one with spinning one without
