Q1: Why does this marker still show white when I have the marker label styles set to no color and no line? Is there a way to completely disable this when the marker is pulsing/swirling?
Q2: I am trying to create a state change for the marker but it doesn't seem possible? I.E. when the mouse enters I'd like to stop the pulsing e.g.
You can create a disabled state, and have that as the original state for the marker. You can then trigger the state to change when a user clicks somewhere in the slide, to have the marker show as normal state. Or the other way around if you wanted it to be available when the timeline starts.
As far as the item still having fill or outline, you may want to attach your file here so we can take a look.
The marker that you have in this file does have an icon in the center. you can change the fill and outline to None, but the Icon in the center will need a color as well. If you want one to be completely hidden, you can use the marker with no icon.
You can stop/start the pulsing under Format/Animate.
I have added several states to the marker in your file, as well as adding in the marker with no icon. Both have a disabled state added . Both are set to disabled as initial, and when you click on the shape they both become "normal"

At this time there are no updates for this issue. It has been reported and the workaround for now is to use the Eyedropper tool for the Label Fill/border and get the color of the Slide background.
I am having the same problem here -- and the work around sometimes doesn't work because the label would pop-out on top of my pictures on the screen, which I don't want -- I want it to be transparent.
It will be great if this issue has been solved. Has it?

Emily, let me rephrase my dilemma. I am referring to the label fill color/border.
In the sample I sent, when the moue enters the marker, it causes the white label to appear even though I have the label colors set to 'None'

I was able to reproduce this and have sent it to our QA team for review.
