I have been asked by a Stakeholder to make the markers in a Storyline course a compulsory 'interaction', e.g. they must be viewed (clicked on or hovered over) before being able to move on.
You could use variables with true/false or numerical values that would prevent a learner from moving onto the next slide or section before all variables were true or a certain numerical value has been met. Hope this helps.
You can set these up to be viewed before a user can move to the next slide. First, you will have to remove the built in Next Button.
Do this from the slide settings menu in the bottom, right corner. Then uncheck the next button.
Then you set up your markers and create a built in next button, and set up triggers on that next button to advance to next slide with conditions set that all the markers must be visited.
Attached is a file with an example. User must click all three markers before the next button will advance.
It looks like that is a Storyline 1 file - but you may want to review this article if you're looking for a way to ensure that the user interacts with all elements before proceeding.

FYI you don't need to remove the next button at all you can just set the triggers up on the player next button
