I'm not sure I'm clear on what you're looking for here? Can you explain more about what you mean by the "marquee" and "fully encompassed"? Perhaps if you're able to share some screen shots or a .story file here with us that'll help clarify what you're looking to do. You may also want to review the information here in regards to Storyline tutorials and functionality.
Thank you for the reply Ashley. Let me try again... Say I want to select a rectangle. I must fully suround it with the marquee. My prefefence would be to only have to touch it with the marquee to select if. That is, intersecting any part of the rectangle with the marquee would select it.
Thanks for clarifying that here and we don't have a selection tool as such in Storyline, so this isn't currently something you'd be able to accomplish. You may want to share your thoughts on this type of feature in the form of a feature request here with our team.
It's hard to explain, but there are times when selecting 'everything you touch' is very handy. It's a good toggle. I'm pretty sure Adobe Illustrator allows this choice. I knowSmartBuilder does.

I like it the way it is, because it helps when selecting objects that are close together, or overlap.
If you want to merely touch an item to select it, point and hold down the CTRL button while clicking.
