There is data that I need to mask on my record screen. I have inserted a picture over said data. HOWEVER. When I view the record screen, the data appears for a few seconds before the picture I pasted over it appears. I have tried various options, such as always show, align to playhead, no change.

Without seeing what you've set up it's hard to diagnose, but I'd also want to point you to this tutorial from David Anderson on how to set up something similar.
