"Text" is a placeholder for text only. The content option offers lightly colored icons - so that you can add those specific types of content as well - Characters, Videos, Web Ojbects, etc.
You'll see the same set up in Powerpoint, of a Text and Content Placeholder, which a number of elements in Storyline are based on the same set up in Powerpoint.
You'll see within a Content placeholder you can add text, and then the lightly colored icons allow you to include other elements in addition to text.
We have 214 PDF Books which will be opened with a index.html
Instead using 214 slides, is there a way to make only one slide with a placeholder. When the menu is triggered, the correct PDF index.html which corresponds to the menu will appear.

As far as text entry goes, they both support text and I cannot tell any difference in functionality.
There must be a functional difference. Articulate would not implement a "text" placeholder when the content placeholder does the same thing.
