Whatever you want it to be you can set the story size as big/small as is necessary. Obviously the problem really becomes file size and how long that will take to load in a browser. 1080p is probably big enough for most instances.
I don't believe there is a maximum resolution, but as Tim mentioned you'll want to keep in mind elements such as your overall story size, screen users will be viewing it on, etc. Storyline will keep your video at the same resolution (so a 960X540 video will stay 960X540), but it will compress the size according to the article here.
