This is strange as you should have all available options when you start Storyline, open a new or existing project and select Insert > Audio from the menu:
If you have previously had access to Text-to-Speech and it is now unavailable, I would suggest contacting the support staff. I have checked, by disconnecting my laptop from the internet, that this is not an issue relating to losing a connection (noting that you had also lost access to the Media Library option as well), so I'm afraid I cannot offer a solution at this stage.

I would check which version of 360 you have installed and see if there is an upgrade. It maybne your Articulate App cannot see the upgrades.

The latest update is Storyline 360, build 3.30.19518.0 - so you'll want to make sure you're using that.
Also, as Ned showed in his screenshot you'll find Text-To-Speech under the Audio dropdown. Here's a tutorial to help you get started too!
