Mobile Publishing for API Tin Can

Our LMS is requiring that our modules be published in API Tin Can format, and our clients are requesting that the modules be mobile responsive. I've published files before in SCORM 2004 that have been completely mobile responsive, but when I publish using API Tin Can, they fill up the whole screen and I have to scroll from left to right on my phone to see the whole module. Any suggestions on how to publish my files in a Tin Can format that would make it mobile compatible?
