The text fields you want to change are added in tab states, so you will need to,

1. select Tab
2. then go to states window
3. click edit state
4. here you can rename that tab.

Your another query was displaying base layer content on every layer.

In the file you have shared there is no background for content on layers, just add a rectangle below content of each layer with any desired color, to block displaying base layer content.
