Yes you can manage two True/False question in one slide. But If you want radio button then you need one question in timeline & one in layer because If you
used four radio button in slide then storyline consider those buttons in one group. So its allow only
one option select at a time. So it's better to use check box & change its UI design into radio button UI so its look like same
as radio button. So you can easily manage what functionality you want.

I use a set of radiobuttons to achieve this.
So for every T/F question, I creat a set of radiobuttons ons the slide
By using triggers you can have as muc T/F questions on a slide as you want. We've created scrolling suveys like this
