I am having issue with marker. The mouse cursor doesn't change to hand cursor, when mouse hover on marker. this issue is happening with firefox and IE but in chrome it's working fine.
I am using SL 2-update 11: 1609.3020
Please let me know, If anyone have encountered this issue.

Anyway, I used this functionality in a bit different manner. I used shapes and hotspot and kept the details on layers. hotspot shows a hand cursor , when we hover on it.
Are you trying to view the HTML5 output in Firefox? If so, it's not supported in Storyline 2. You'll want to be sure you've enabled the Flash player and view the Flash content in Firefox. Also do you know which Firefox version you're using? I believe the most recent version is v. 51.
I've also been experiencing this (not in Firefox). It seems that if you simply want to take advantage of the hover state of an image (I've added a text box to the hover state) but there is no click trigger associated with the image, you get no hand cursor. Other images throughout my project with a click trigger give the hand cursor when you're hovering over them.
Is there any possibility of an update to this functionality (in SL2 or SL3) as for many of my organisation's projects we use states rather than layers to add text pop-ups etc. Simply as this requires fewer triggers than having that information on a separate layer.
You can also use Hotspot in the state of image. First you create hotspot outside and then copy and paste this hotspot in the state of the image. Hope this can solve your issue.

if you add a 'down' state as well as a 'hover' state you should received the handcursor

I have found a way to have the mouse cursor change to a hand when you hover!
You need to ADD a "DOWN" state.
