If the layer is set to hide other layers then your layer is hiding there fore the mouse is no longer over the object so the other layer hides hence no layer shows
If you could share your file someone could have a look to try an help you, I just experimented with this and it seemed to work fine on a layer for me. I would be glad to look at yours for you.
Phil was right you were having the wrong captions appear. If you scroll down the list you will see the layer objects.
Phil, you do not need to have the fill anymore. I tested it this morning and reconfirmed with her file here. It must have changed on us sometime recently as we all thought the same thing.

If something doesn't make sense feel free to ask for clarification as I made a fair number of changes to your file. If you have a way to have them open side by side to compare it may help. Follow the triggers from the old file and compare them to the new one and you will see where it was showing the incorrect captions.
We look forward to you being a part of the community and soon it will be you sharing with those that come along after you.

is the caption on another layer?

also, is your object on top of all other things on the layer?
You said that your object has no fill and no line, if I remember well, you should apply a color and set the transparency to 100 %, that could help!

Annie;
My initial thought was exactly the same about no fill but I tried it and it worked fine that way.

@Tim
Thanks for the information. Many elements have been improved since the beginning and I guess I am stuck with my old habits
hi thanks for all your replies.
It is probably somthing really simple that I am missing.
Would appreciate it if you could take a look the slide attached
many thanks
you need to set them to fill and 100% transparent, then revist the captions because at the moment they are changing captions on the base layer
Chris;
I fixed it for you. File attached.
