Mouse Over trigger is "skipping" or flickering"

Hi,

I have a trigger to show a layer when the user hovers the mouse over an object.  The new layer is a shape that has a transition. When I publish and try to make this work, the shape starts to come out from the left (like it's supposed to) but is kind of skipping like a CD would if it were visible. it never fully appears unless you mouse over the lower half of the object.

Any thoughts as to how to fix this?
