Have you had a chance to check the video outside of Storyline? Does it play upside down outside of, or only within Storyline? Here's a workaround for getting movies to rotate that should fix the issue, but if Storyline is flipping the movie upside down for some reason, we'd like to be able to take a closer look at it.
Hmmm, sounds like something funky may be going on with either your story file or possibly your install. There shouldn't be any issues with MP4s or with rotated videos. Are you trying to insert your video as described here? You may want to take a quick look at this article on unexpected behavior within Storyline to see if it helps clear up the issues you're running into.

It plays right side up outside of storyline. Also, do .mp4 videos not publish. Am I doing something wrong?
