could anyone give a hint or a basis from where to start with if i want learners to explore a scene by moving the cursor around so that while hovering on the interactive objects, they would see colorful outline of the objects and were able to click on them (saw it in one of the examples from M Allens book)

You could have the objects as separate objects and add a hover state to each individual one. Or use layers.
