You should be able to drag and drop the slides in the story view or in the left navigation panel when you're within a chapter. It can be a little finicky, though. When you drop one slide on another, the dropped slide will end up just before the one you drop it on.
I don't follow what you mean about reordering the triggers. Maybe you could post an example file?
