If you added another media item in your timeline on the same slide (like audio), only one will work on all mobile devices (by design of all mobile device manufacturers).

Make sure your Storyline iPad player is the latest version, then make sure Apple did not cause this, then open a ticket with Articulate.
Are your courses hosted on a web server? You'll want to ensure you have the correct mp4 mime types also on the server.
As Dennis indicated, only one media item can play at a time within the HTML5 output within mobile Safari as indicated in the Media section of this chart.

Some additional thoughts and references for you -
