MP4 Quality Issues - Storyline 360

I am trying to publish a file with an MP4 file (9.3MB) which is distorted and pixilated in both Articulate Review & our LMS.
What I have tried so far:
- compress the file - poorer quality output
- embed code - no improvement in quality
- republish the MP4 using Reply 360 - no improvement in quality
Our IT Department has suggested it may be the player automatically resizing the image to a mobile device so that when it is viewed on a Desktop the quality is lost but I cannot find any setting in my Player setting look fine.
Do you have any advice?
