You do not say if you are viewing local or if you have hosted the content. Often videos will not play locally and need to be uploaded to test. If you have uploaded it is possible the MIME type for MP4 files is not enabled on your server.

If you view an Articulate Storyline course on your local hard drive (or send it to someone else to view on their local hard drive), you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features to fail. To properly test your published content and share it with others, upload it to the environment for which it was published. See this article for details.
If MP4 videos don't display when your Articulate content is hosted on a server, it's likely that the server isn't configured to play these files. See this article for more information.
