MP4 won't load in Canvas

I am trying to load Articulate Storyline 1 content to an LMS (Instructure Canvas). The Storyline portion appears and added audio works but not the three embedded mp4 files. Two of the mp4 files were recorded outside Storyline, and the third was a simulation that was recorded within Storyline. None of them appear. My department's IT person checked the mp4 mime type, and it was fine. He was able to load the video on a test site. Video normally works in the Canvas system. It is designed to support video training.
What else could be causing the problem? The original file MP4 file name before being published by Articulate has no special characters.

could a browser/firewall setting be stopping the videos loading?
Have you tried uploading to Scormcloud and test there? www.scormcloud.com
I would have really gone with the mime type, have you seen an MP4 working within your LMS? Can you export an MP4 and load that directly into the LMS and see if it works?
