Multiple Conditions not Working

Hello,
I'm trying to create conditions to disable the built-in Next button until 2 things occur: The audio for the slide completes AND my "interactionComplete" variable is satisfied. My results are very inconsistent - at best.
Here's my setup:
As my audio narration is playing and I have 3 buttons on screen, each button will take the viewer to a separate layer once clicked. When the timeline for each layer begins, "1" is added to the variable "interactionComplete". I will then add the condition that the Next button should be enabled once "interactionComplete" is greater than or equal to "3" (since they might click each button more than once) AND the timeline for the main layer ends (this is where my audio resides).
Storyline appears to recognize only the first condition in my function. If I say: Enable Next when timeline ends it will do that but disregard if the buttons were clicked or not. If I reverse the order and say: Enable Next when the 3 buttons are clicked, the Next button is enabled if they click all 3 quickly and disregards if the audio is completed (main timeline ends) or not.
Also, when previewing, there have been several instances where everything works fine but once published and viewed from the web things no longer work properly like they did while in preview. So how can I fix something while editing if preview mode tells me everything is working??
Any suggestions???

The same issue holds true when I want to change the state of an on screen arrow from Hidden to Normal. Most times the trigger works correctly when I preview but does NOT work once I publish and view over the web. "Proceed" is a variable that ticks to TRUE when the timeline ends. PLEASE HELP!
Jim I'm not sure but shouldn't you set WHEN to when timeline ends and keep your InteractionComplete take out AND Proceed. Just a suggestion.
Instead of using numbers for your variables, why not use true/false variables. You can have a trigger enable the next button after all 4 conditions have been met. You may also need to check for the conditions on the main timeline and on the layer timelines as well.

I would go with Kevin's suggestion, I am sure Interaction changes before Proceed is true
