Are you running your content locally? If yes, then your links are probably blocked by the Flash Player's security settings. I have uploaded a quick test file to a server and it works for me, see here: http://dev.keypointlearn.com/xcl71_SL/TextLinks/V1/story.html
I'd also agree with Michael that you'll want to check that you're not running the published version from your local drive. Further information on why that can cause issues is described here.
Additionally, you mentioned using update 3. We're currently on update 4, and specifically the following fixes may also be a part of the issue you're experiencing:
Fixed issue where content wouldn't play in Internet Explorer 11 when viewed locally
Fixed issue where content wouldn't work properly in Internet Explorer 6 with Flash Player 10.0.45.2
Fixed issue where a "Jump to URL/File" trigger would add double slashes to the file path
