My Drag and Drop is snappy happy. Why?

I've got some complex triggers in this drag and drop. The design is intended to give the learner some leveling up satisfaction if they get the activity partially correct. This allows them to explore without frustration. The interaction works mostly as intended with some complex state changes.
After the interaction is submitted once, the drag items snap randomly on the screen. They are "Snappy Happy"! Is this a result of an error in my settings or in the triggers?

If you set the drag items to snap back to place when placed outside any drop object, this should correct the issue.:

For this design, I don't want the items snapping back to the start point, which is why the box is unchecked. I want the learner to be able to move the items on the screen and sort them as they think through the problem.
The problem is that even though this box is unchecked, the drag items snap to seemingly random places on the screen. This is frustrating for the learner when they are trying to sort and think.
Why would the drag items snap to odd places when this box is unchecked?
