Need Help creating question type

Hi.  I need to develop a drag and drop question that results in the correct sequence to a process.  Straightforward, right?   Not so.  I also need for each of the drag and drop choices to have states that I can modify to accept translations into other languages when the user selects their language variable at the start of the exam.  For T/F, multiple choice, and multiple response (and even jury-rigged drop-menu) questions, I can modify the states of the choices.   I am now attempting to create a free form question that can be sequenced by dropping choices onto the correct hotspots.  

Any suggestions for a more expedient or novel approach???
