Currently bullets are pretty limited in Storyline.
Sometimes people create their bulleted text in PowerPoint, and import it into Storyline, but things imported from Powerpoint don't always turn out as expected. Here are 2 support links that talk a bit more about that:
You noted in your signature that you're deaf, and this tutorial doesn't included closed captioning. So, I've just now edited the rough script I'd written for myself to make it "articulate" (pun intended ) and am attaching it here.

I created a tutorial about a year ago that describes how to make colored bullets in Storyline.
