Need Help with States

Hello Heroes!
I need your help with something that should be easy, but I can't figure it out. Below is a file that I'm working on, and this is how I want it to perform. When the spatula hovers over the patty, I want it to go under the patty like I'm going to flip it over, show the corresponding layer when I click on the patty (as it is right now), then the patty to mark visited by showing a cooked patty. (as it is right now). It's the hover piece that isn't working correctly for me; it's driving me crazy.

see if the attached is getting near what you want. I added a motion path to the spatula on hover and change of state to visited on the last patty. You might want to a reverse motion path to move the spatula back.
