Need some help with personalized feedback

I'm not using a preformed test question because what I need Storyline to do is a bit more complicated. So far, I've got everything I need it to do to work, however, I'm not sure why I can't get an 'Incomplete' layer to pop up if the second set of choices hasn't been met completely. E.g., user only selected one of two correct answers on the second part of the question.

What I've got is just an example of the type of question I'm using, where - the first question is asked by single choice radio buttons. And when the user selects the answer to the first question, it reveals a second question below that are check boxes.

I'm not using the pick many because I don't need it to be in a question bank, or to show results at the end of a test. All I'm trying to do is to get the check boxes to change the one of three 'Check Answer' buttons at the bottom of the page.

You'll either have a Correct button that will pull open the Correct layer, telling the user the answer is correct.

Or, you'll have an Incorrect button that will pull open the Incorrect layer, telling the user the answer is wrong.

Or finally, you'll have an Incomplete button that will pull open the Incomplete layer telling the user that they haven't selected enough answers. This can be either right or wrong answers.

What's going to happen in the end will be that the buttons will all overlap each other so the user won't realize they're getting different buttons. The formatting will be the same, they'll all say Check Answer.

But Storyline doesn't understand when I set a trigger to include both the radio buttons and check boxes that:

1) it needs to turn the correct check answer on, when the correct choices are selected

2) turn the correct answer off and the incorrect check answer on when the wrong answers are selected

and

3) turn the correct and incorrect check answer button off when the user hasn't completed the question and turn the incomplete check answer button on.

I know it'll work with the Pick Many, but I'm trying to avoid using the built in slides with the quizzing elements because they are a bit limited for what I need. I've created my own grading system and am not worried about the scoring.

Does anyone have any idea of how to get this to work?

I've attached a sample. The math question isn't part of my actual file, I just created a basic representation of what I'm dealing with.

The first question is a true false or unkown. The second question is basically a follow up question that best supports your first choice. There'll be two correct answers in the check boxes. One correct answer in the radio buttons.

Finally, the labels beneath the Check Answer buttons are just to keep it straight when working on the slide and aren't going to be in the final product.

Any help would be greatly appreciated.
