I have 4 additional layers of one slide. I want each layer to be seen consecutively one after the other; however, the base layer is shown in between each of these layers. I can't figure out what I am doing wrong. I've played with the layer tools, the timeline, etc.
Have a look at the properties, (the cog at the right of the layer), for the layers and ensure the 'Hide objects on the base layer' is checked under the Visibility options.
As Mr C mentioned, you can choose each layer to hide the base layer, but if you don't want them to navigate back to the base layer inbetween each, that sounds like something as a part of your slide triggers to go from layer to layer? Are the layers being hidden once their timeline completes? That is likely bringing them back to the base layer.
