New state doesn't follow timeline delay while revisiting

I have a slide with few buttons and related layers, each of them comes to the slide with few seconds delay, aligned to voice over. 

I added a gray check mark to each one and when they view the corresponding layer, it turns to green (new state=completed)

The problem is when user revisit the slide, new state appears when timeline starts. which is supposed to be delayed. I may need to apply some certain setting. 

If I change the slide properties to "Resume saved state" I won't face this problem because there is no animation anymore. But my client doesn't like it, because she can not use rewind button, and I can not make the rewind button invisible. 

Does anyone have any suggestion?

Hi Sarah,

It's hard to say without seeing your actual file - but is the grey checkmark also set to be animated? Are you using SL1 or SL2? Maybe could you share that one slide with the layers here so we could take a look at what you've got set up and weigh in with some other ideas and/or confirm thats how it will behave?
