New to Storyline 2 - Making buttons active after the previous button has been selected and content viewed

Hello...I am new to Storyline 2 and have not received any formal training yet.  I am creating interactive online training that has links on the home page.  Each link contains numerous slides with information on a specific subject.  We want the student to view the links in order, therefore, I want to make the links inactive until the student has viewed the previous link.  For example, say I have a list of links numbered 1-4.  I don't want links 2-4 active until the student completes link 1 by viewing all of the slides within that section.  Then after link 1 has been viewed, link 2 will be active but not 3-4.  Once a link has been made active I would like it to stay active in case the student wants to view that link again.  How can I achieve this?

See attached a sample file that shows one option to do this: using the Visited state of the menu buttons. As each menu button is clicked (aka 'is in its Visited state'), the next one is 'unlocked'. Another option would be to use True/False variables to signify the completion of a section and then based on these varibales sequentially enable menu buttons. Hope that makes sense.

Thank you Michael.  Where do you find the verbiage for the rules you want to create?  Is there a standardized list of rules that can be used?  The "if" x "then" z statements?

Also, we don't use the Next buttons within the menu, we create one on the slide.  We lock down the next and previous buttons so the user cannot move forward until they have heard all of the script for that slide.  Due to the type of certification received for this online training we have to make sure they see and hear everything prior to them taking the provided online test.  So since we don't use the menu buttons I suppose the true/false variable would be on each slide?  Is that possible?
